That 283 was well under estimated by the General, I have seen period correct similar rebuilds on the dyno at 270+ hp, so she aint as lame as the numbers say.

What carb does it have on it?

You are correct, the "Stock" heads are small, so they are great for torque, but max out quickly for flow. You are now running a 383 cu in motor on the stock valve heads, I would consider them to be a restriction. You also mention you have a small "turbo friendly" cam, we really need to know the lift...
